ABOUT THE ASSIGNMENT
Women Human Rights Defenders, feminist organizers, journalists and community advocates in Northern Nigeria face growing online harassment, surveillance, misinformation, account compromise and other forms of technology-facilitated gender-based violence (TFGBV) tied directly to their advocacy.
CITAD seeks a consultant or consultancy team to develop a practical digital safety toolkit, and to customize and integrate Reportrix, CITAD’s existing safeguarding and GBV reporting application, as the toolkit’s embedded reporting mechanism.
SCOPE OF THE WORK
- Stream 1 – Toolkit content: develop toolkit content covering account and device security, secure communications, protecting sensitive information, responding to doxxing, misinformation and online harassment, and psychosocial first aid, delivered in editable source format.
- Stream 2 – Reportrix integration: configure Reportrix’s reporting workflows around WHRD-specific referral pathways, implement survivor-centred privacy and consent safeguards, run user-acceptance testing, and document all customizations.
Feminist, rights-based, trauma-informed and survivor-centred principles must run through both content and technical design.
WHO WE ARE LOOKING FOR
- Demonstrated experience developing digital security training materials or toolkits, ideally for WHRDs, journalists, feminist organizations or civil society actors.
- Demonstrated technical experience customizing, configuring or integrating a reporting or case-management application, with attention to data protection and privacy-by-design.
- Familiarity with TFGBV, with survivor-centred and trauma-informed approaches to safeguarding, and with the Northern Nigeria context.
CITAD welcomes individual consultants holding both skill sets, or a small team or firm, for example, a lead consultant paired with a developer. Full qualification and evaluation criteria are set out in the Terms of Reference.
HOW TO APPLY
Applications should contain:
- Cover letter and technical proposal (max. 5 pages) outlining understanding of the assignment, methodology and work plan for both streams.
- Financial proposal indicating the total lump-sum fee and proposed payment schedule.
- CV(s) demonstrating both content-development and technical/development expertise.
- At least two samples of relevant previous work, and contact details of two professional references.
